Since 9/11, the DMV here in Virginia requires proof of American citizenship or legal immigration-status. But there is one glitch: licenses issued prior to 9/11 are issued for a five-year term, renewable online for a second five-year term, although that second provision might be different for those holding visas.
Amen! Here in the Ohio BMV, one has to give two forms of ID when getting a license. A Soc. Sec. card + birth certificate are accepted forms. They don't take things like bills with an address or any other sort of non-verifiable ID.
I don't see how an illegal can get a licsense under those conditions.

Counterfeits and bribes, I guess. But those cases would be much fewer than the blanketing issue of licenses to any who show up at DMV.
